Can standard crt or lcd monitors for computers display HDTV quality pictures? like from either quicktime downloads or from an HDTV tuner card from ati?

It depends...

Standard resolutions for HD are 720p (1280x720), 1080i (1920x1080 interlaced), and 1080p (1920x1080 non-interlaced). Basically, the two you're going to worry about are 720p and 1080p since most monitors aren't going to be displaying interlaced images (interlaced=bad). So, if your monitor can display 1280x720 or 1920x1080 or higher, then it's technically displaying an HD-quality image.

Actually, 1080i and 1080p are 1920x1080. That leaves 1080p in the realm of 23"+ LCDs.

Thanks for catching that. . .I had my monitor on my mind with the 1440x1080. Original post edited so I don't confuse the poor guy.
