Monitor flickering

Is there anyway to make my monitor stop flickering? I'm not sure if thats the right way to put it but the images on the monitor are kind of jiggly. It is a 50$ dollar monitor so it is pretty crappy but I have to deal with it for now.
Are there any 17-19inch monitors for under 200 dollars that would be a good buy?
 
I think what your experiencing is a bit a jiggling, not really flickering.

My guess is that you have the monitor set at a resolution and hertz setting that it cant handle. Lower the hertz in display properties and you should be all set.
 
I had a simmilar effect on my second monitor (21" Sony Flatscreen) and it turned out to be the DVI->CRT converter.
SO.. I bought a cable that was Male DVI on one end and normal CRT Male on the other.. tightened it real good to both vidcard and CRT and no more flickering.

So.. I would say check your cable, the connections to monitor/vid card and go from there.
