Monitor doesn't shut off per Windows power settings, why?

Machine:

AXP 2200+ stock
1GB PC2700 dual channel in Shuttle AN35N
Radeon 9600 np 128MB
Modem, onboard ENet + Audio
40GB/DVD/CDRW
Windows XP SP2 with all service packs blah blah blah w/ 2 users usually logged on (mom + dad)

The monitor doesn't shut off like it should after X mintues of inactivity. If I change the time to say 5 minutes from 10 minutes it will shut off once, but after that it won't again. What's with this?
