Monitor blurring at post and XP splash screen?

Hello all, I have a 21" Viewsonic P815 monitor. It's been a great monitor to me for several years. Recently, when I rebooted my system I noticed on the post screens and XP splash screen that the monitor shows them blurry, then quickly refocuses. Any ideas what's up?

Is it worth repairing a monitor nowadays or should I start looking at new ones?
