Im going to a new screen and have a few 22" samsung screens that my wife asked if we coul hook to a DVD player for the kids room.

Its got DVI, VGA and an audio in...
Should work with any small, cheap dvd player? just need a RGB-VGA cable?

Shouldn't be a problem. Probably something like this:

That passive adapter cable likely won't work unless the TV has the right circuitry/firmware built-in. Component and VGA use different signals and almost always need a transcoder to convert them. Unfortunately there's very few consumer products that can use that adapter cable, and transcoders are a little pricey.

If it's a feature of that monitor then it would be listed in it's owner's manual, but if not, there's only one way to find out, and that's to buy the adapter cable and try it out.

OP you *may* have better luck going from DVI-to-hdmi, which are electrically similar.
