Monitor arm for vertical mount

Do to size contraints with my desk I want to take my 2nd monitor (Samsung 906BW 19") and mount it vertically, but need an arm mount. I can't use a wall bracket and was hoping to spend under $50, any recommendations? Is this possible? Looking at the back of the monitor it looks like just a standard VESA mount.
 
what are the chances that this thing will support a 30" lcd?

man i really hate having concrete walls :(
