Have a XFX 6800XT Merc 319 and a I-9 -13900k processor with a Asus Rog Strix Z790-E with Corsair Vengeance DDR5 - 64 GB. Card says 4k but looked at and saw better at 1440? Need Monitior to work with no studdering .Have MSFS 2020 that I want to use? Any help please

that ^^^^ and the monitor is not what causes stuttering. theres also no guarantee on any game/gpu having zero stutters.
 
My Bad, system is not complete yet, Want a 24" monitor that will support refrsh rate and best visuals for gaming. Can't afford a $$$ monitor, just one that supports 4K ?

Basically only at 27- 28 inches is where they start adding 4K usually 24.5 inch monitors are 1080p Dell made a TN 1440p 24.5 inch back in 2016.
