I want to take this logo (it's the Dimension logo that is 10" to 12" diameter) and make a mold of it and recast it in clear green plastic. Preferably the plastic similar to what Lite-Brite pegs are made of. I want it to glow from a light on the inside of the case. I do not know how to do this, or where to even get started. Or maybe some place sells them.

i don't think creating a cast/mold of that would be easy. it might be easier to get a piece of solid acrylic, cut a circle and take a router to the edges (then maybe etch the dell logo in), then use an LED to illuminate the non-polished surfaces.

at 10-12 inches, it might be a perfect size for a nice low speed 250mm fan...
 
What you could try is making a mold of the logo out of clay and give it deep walls (sort of like a glass/cup). Then once you have that set, prep the surface with some sort of oil (that wont screw with the clay you used) and fill the "mold" with a 2 part epoxy. once it hardens they trim it/fix it as necessary

The problem with doing it this way is you'll probably have a shit load of air bubbles and chances are that the mold wont even hold up during the process (especially if you want to use a vacuume). If you dont care about transparency, it might turn out 'ok'.

You'll never be able to produce the same quality as the original unless you spend the $$$ to have a proper mold machined (which would cost you a small fortune).

+1 I agree, using acrylic is the safest and most expedient option. You could even use something bought at home depot.
