Is there a way to mod a shuttle so it can fit dual-slot video cards?

yea, cut a hole in the side.

There was just a post on here showing exactly that. They cut the side panel of the shittle to fit the OTES.

You can always removes the big huge clunky fan and replace it with something quieter that cools better in a smaller package.
