Mobo and CPU combo for overclocking?

I'm thinking about building a new system. I'm not sure what is the best mobo and cpu for overclocking on water. I plan to build this system up slowly. I was always into Intel but now I guess i'll go over to AMD. I dont want to spend alot of money and want somethings easy to overclock. I was thinking about getting boards that came out early this year to save some money. What would be some good choices for mobo and cpus? Also is best for a low multiplier and high fbs or high multiplier and low fbs?
