Missing RAM?

I recently purchased a budget laptop system for work.

The system specs say that it has 256MB of RAM and CPUZ agrees. However, Windows system properties, dxdiag, and task manager all say that I only have 192MB. Can anyone please explain this to me?

I have a printscreen saved in a .doc file. I see people put them on the forum all the time. Can anyone tell me how to do that?
 
Upload the image of the screenshot somewhere (not in .doc format, but an image format, e.g. jpg, gif, etc..) then click "add image" and paste a direct link to the file. I'm *pretty* sure that's how to do it.

Anyway...does your laptop have onboard video?
