I have a Draytek Vigor 2860n and while I can download at 75-80 Mbps, I can currently only upload at ~1 Mbps. It should be 20 Mbps. I have checked the configuration against Draytek's instructions here. Bandwidth management is disabled. I've tried turning off the Denial of Service filters.

I have two VLANs - one for me and one for my IoT devices and guests. I've checked that nothing is hogging the upload bandwidth.

I've obviously missed something; what?

Firewall? I remember getting a Draytek many years ago and switched all the Firewall functions on. If screwed my connection big time. I just rolled it back to the defaults and all was well again.

I did a reset on my router and plugged in all the details again and now I'm getting 2 Mbps up. A tenth of what I should be getting. Disabling the firewall and DoS defences made no difference.

Firmware? Probably 30 firmwares for that and specialised ones for your locale specifically. I don't have the site link to hand but do a look. Draytek make a lot of custom firmwares.

I remember contacting support re. my router and they linked me to a page that had really specific firmwares just for my ISP/Country etc.

Not your router but -

Hows your master socket? Got a proper faceplate or is your bellwire still attached?
