I know it's possible to extend a desktop and have it run as a different resolution, but is it possible to mirror desktops with different resolutions?

ATI specific, Monitor 1: 1680*1050, TV 2: 1920*1080.

The answer would be "no", but I can't even say "no" without being incorrect, because that's not mirroring.

When you mirror or clone your desktop both displays will have the same resolution so no.

Any ways or tricks around this? I'd like to have only one display on at a time, but have the resolution set to native when I do a display switch. So basically I want the 22" to be 1050 when I use it, and the tv as 1080 when I use that. Or am I stuck changing resolutions every time I switch to the Tv (since I think Catalyst will automagically revert to the lower resolution but will do nothing to switch to a higher... I think?).

If your desktop is 3D, you could theoretically scale it up/down to match a second monitor's resolution, provided aspect ratios are the same, but I don't know of any way to do this in reality.
