I'm not sure if this is the correct place to post this but i will be working in a miniature case for a htpc. This is my first case from scratch so obviously im taking baby steps :D

Heres a preview of the size im expecting Since I have a xbox I dont plan to use this machine for that purpose.

I'm wondering if you guys will want me to post a build log here once i start incorporating real materials (not saying cardboard isnt considering theres cardboard cases nearing $200) but you know what I mean.

The tools I have are the basic tools you find at home:
Drill
rotary Tool
Glue,
Soldering iron lol

Im thinking of using acrylic or some type of plastic for the case, If you have recommendations and websites for referral for parts let me know.

Protocase will do a complete case for you with your specifications. I have gotten pricing from them in the past and they aren't cheap, but the quality of their work looks good/OEM.

I'd say making a case out of plastic could easily be done with the tooling you've listed. I'd recommend starting with an old case cutting out the motherboard tray and rear I/o and PCI mounting assembly. I've done this many times and it saves you from have to fabricate everything from scratch.

At the time of my purchase it cost me 250 usd. But now you can purchase for 225. Its the xpclassified renegade r4 case they have on their website. Buy with confidence. I'll be going to them shortly with another build request.
