Micro stutters + long loading screens in games

Hi guys.. Below is my 4 year old system. 4 Months ago I upgraded the 850 Samsung SSD with a 970 EVO Nvme2. Surprisingly my motherboard supported Nvme2. (I think it was a new tech back then) I was using Windows 7 but had to upgrade to Windows 10 due to Windows 7 not supporting the Nvme2 drivers. I bought WIndows 10 and manage to install it, only after disconnecting the Sata 850 Samsung Pro and the HD. After I installed Windows onto the NVME port, i reconnected the 2 other drives and use them for storage now.

Shortly thereafter I did notice a little micro stuttering in World of Warcraft and in Tera Online. Pretty much In 3D applications. Yesterday I bought a MSI Gaming GTX 1070 TI 8 GB Video Card to upgrade my 960 GTX. After I installed it, I ran into an issue where games would take a long time to load giving me white/black screens upon loading. I tried a few things to no avail so then i reformatted my 970 EVO and did a fresh Windows 10 install with updates and latest 1070 Drivers. Problem is that the hangup screens in games are still there and so is the micro stuttering. Here are youtube links to the Loading screens in older games I play like WOW and TERA.

(clean drivers in WOW before fresh install)
(WOW after fresh Windows installation)

(clean drivers in Tera before fresh install)
(Tera after fresh Windows installation)

I dont know if the micro stutters are an Nvme2 or a GPU problem? I am running my CPU at 4.4 GHZ Turbo at like 50 C under load. It's a really quiet and cool system. Please help me pinpoint what the issue might be. I tried many things already. My last resort is to disable the nvme port in Bios and Install Windows 10 on the Samsung 850 and see it solves any of the issues.. I have not done that yet. Help me plz .. Thanks!

Is that AI suite? Uninstall that, don't run DX12, turn off all windows game mode garbage and see if that helps.

I don't think it's an NVME thing specifically. I have a 970 and it works just like any other SSD I've owned for better or worse. It could be related to your mobo's M.2 port if it's really old I guess.

I had a friend get a NVME recently and he indicated weird issues with speed performance until he did a motherboard chipset driver update. Check your mobo drivers to see if up to date.

Well I went back to Microcenter to return the video card. They tested it and said it passed their benchmarks. I got an identical replacement. Works fine now! No issues... Instead of a 15 second blank screens i get 1/2 a second gray screens... Not sure that's normal either.. But oh well

Newest Video of the new card

I get a small delay in the WoW screen just before my characters are available but I always assumed that was because my network connection sucked (rig in sig and a laptop that is pretty similar).

Pretty sure this is due to all the mitigations for Spectre/Meltdown as they were said to take a big hit on I/O. Given things seemed fine with Windows 7 that seems likely after going to Win10, but I can only speculate that you didn't have any mitigation patces installed on Win7.

I could easily be wrong though, as to me it only really seems like it'd explain the microstuttering (not the longer load times), and I haven't followed those exploits super closely on account of having all AMD systems.

It looks more like a software issue. I would try uninstalling and reinstalling the affected games.

I've installed all spectre/meltdown mitigations and found my benchmarks and load times to not be affected. Random file io performance on my nvme took a hit. Guess he had bad memory on the vid card? Seems like the new thing to blame lately.

Correct me if I'm wrong, but to properly mitigate on the Intel systems without taking a sizable performance hit, you need to have the MicroCode installed as well? (Again, speculation that he may not have installed an updated BIOS with the mitigation, until he replies and tells us. Even then, ignorance on my half with the procedures and performance penalties with all or partial mitigations installed.)
You also have a 3-generations newer CPU than him, where the mitigations may not have as large of an impact, either due to the architecture or the CPU's raw performance being able to make up for the loss.

I don't think his load times would be VRAM related, unless his card has bad chips which aren't capable of storing data, in which System RAM is being used as the games are seeing it's an 8GB card (via vBIOS) and is trying to use it. That'd be an easy test though. Just get GPUz and a graphics stress test program that loads up all the VRAM (I think FurMark will).

Here's a thought, albeit a stretch... Darlok, did you happen to bump your Hyper212 while installing the graphics card or nVME drive? If so it may have been enough to unseat it from the CPU just a minuscule amount and disrupt your cured thermal compound, which has caused the CPU to run hotter.
Or for that matter, given you have a vastly more powerful GPU, maybe it's just a case of it now creating a much higher CPU load, thus higher temp, thus throttling? Though, quick research makes that seem unlikely since the 4790K is only rated at 88W and the EVO at capable of dissipating 180W.

Still, old TIM can increase temps and induce throttling. I know you mentioned running 4.4GHz and under load it was only around 50C, so my question becomes: Is that an old, established temp, or a new one you've witnessed in your diagnosing the issues in this thread? If they are old temps that you're assuming are still the same (which is fair, I'd probably assume the same in your shoes), it might be worth looking into. Particularly if you've had that heatsink installed for a few years (hopefully you used your own TIM when you originally installed the EVO).

Hi guys... Back again.. So I thought the new replacement video card solved my problem, at least in TERA... But NOPE! It seems like the problem resufraced again on the replacement card! It only went away for a shor ttime. .. I think it's some texture loading issue in TERA launcher. I didn't have this problem on the 960 but see people reporting similar issues with the 10 series video cards on the TERA forums. It's just weird. My CPU runs cool as hell Formula.350.. I have 4 140mm Noctua fans cooling this sucker.. It's dead silent. CPU is 29 c idle.. Around 50 something under load... Oh well.. At least I dont believe it's a video card thing

There's still my theory about the Spectre/Meltdown mitigations, from post 8.
