mic in counter strike problem

my sound is fine and everything...but i'm having a problem with people being able to hear my mic. i'm using the dfi lanparty nforce3 mobo's onboard sound right now and in windows sound properties if i boost the volume on the mic i hear scratchy stuff a lot.....but if i dont boost it in windows no one can hear me in game....how can i fix this ?

what are the best settings in windows and in cs ?
