1. If I were to slowly wet sand a piece of steel until it had a highly polished shine,(<---BARE METAL) is there some way of protecting the finish so it wouldn't lose its lustre?

2. What is the best thickness to use with a (acrylic or lexan) side panel window, opinions?

If I were going to attempt that, I would clear coat it when finished to protect it
 
i use chrome polish (ask a car parts store what to clean a bumper with) that will clean it (its milde abrsives, suspended in liqued)

gun oil will help protect it, (i use it on all my blades, knives, swords, papercutters....)

but a (or several) clear coats, and car wax should do it

Yeah, do some clear coats both to protect and to make sure the car polish and wax will work nice.
