Messed up video drivers?

I picked up a mobo/cpu combo for a low budget computer. The motherboard is a biostar a780l:

I am trying to use the onboard video for this computer but this is what happens:

The images are distorted/messed up about 60% of the time and I have tried installing and reinstalling different ATI drivers but can't get it to fix. Has anyone seen this before and have any idea how to fix this? I do not think it is a fried GPU as BIOS has NO artifacts and the Win7 background on the desktop as well as the taskbar always look perfectly normal.
 
Have you tried uninstalling your drivers and then using Driver Sweeper to ensure you've removed everything before re-installing?

Otherwise, this might sound stupid but it's saved my bacon a few times. Double check to ensure everything is plugged in tightly on your motherboard and everything else?
 
were you using another graphics card before and are reverting back to onboard. If so in the bios make sure that primary video is set to onboard or integrated and bump up the shared video memory or option similar to a higher value like 256mb or 512mb etc..After doing this install the driver or the hotfix drivers, whichever is appropriate for your gpu.
