Menu's won't expand

I just recently formatted and reinstalled Windows XP and now I am having problems with menu's (like when you right click or on the start menu). For example I will go to Start>Programs but I have to click to make the Programs expand. I have looked around and can't find out how to fix this. I had this happen once after a reinstall but I never fixed it, it just went back to the way I like it (where you hover your mouse over the menu's and they expand) the next time I reinstalled.

Anyone have any ideas?
