Well, where can i start, i have had this problem for a while, and i have tried 2 different sets of ram. Check out sig for specs, But i had this problem with OCZ Ram too, So its definitively a setting i have to do it the bios, but just where?

Well here i go, wherever i go on the bios, and whatever i touch, i cannot get my ram to my timings of 4-4-4-12, Again, i had this problem with 5-5-5-12 OCZ ram. And i cannot get it to the signature speed of 400mhz, Take a look at the pictures.

And here is my Motherboard specs,

And here is my Ram,

So here the deal, where and what do i exactly do in my bios to fix this, i found an area with DDR Timings, there all set to auto but when i change them, they never change in cpuz.So if anyone is familiar with my bios, Can you help me step by step please? I know most people will just post, " just change the ^$^$# in the #%#%." So please, Pictures will be appreciated lol.

In the bios, try searching for a menu with voltages. change the voltage to your ram to 1.9V or 2.0V. Try 1.9V first.

Might be because the timings you set aren't stable at the default voltage the board supplies. Do what zVp said. Change the timings and bump the voltage up to 1.9v. If that doesn't work try 2v.

ok thanks for your guys reply, but still have the same problem, my motherboard voltages in bios for the ram goes to 1.95 lowest, and the gskill supports 1.8-2.0, so im sure 1.95 will work right? ill try the timings again, but i have a feeling im touching the wrong thing.

ok, set the timings, and upped the voltage, strange because it took alot longer too boot, and felt kinda glitchy, but still no change in cpuz... Please help?

Try updating your BIOS to the latest. Also, your Biostar board is most likely not "tuned" for low latency RAM. If your BIOS is not optimized for tight timings, that could be your issue. 5-5-5 timings are not bad at all. I doubt you could "feel" the difference in day to day use.

yea, i updated the bios, no change. 5-5-5-15 timings arnt bad but im a gamer, and either way im still only getting 382mhz wich is strage, im kinda lost at this point lol. where to start?

I'm not a Biostar expert, but feel free to visit the OCZ support forums here: OCZ Support. Just tell thenm that you were also having this issue with OCZ memory. The timings are the same and they may be able to help, or at least give you some insight as to the problem. I believe it's a board issue, but that's just a guess at this point.
