Memory problem?

So i've been having a problem with my computer lately, what has been happening is often when I try to load a program or a game or something it will sometimes take a fairly long time to load up, usally when it does it depending on the program it's around 15-25 seconds and sometimes even just freezes up. Also sometimes when i'm booting up my computer the windows loading screen take a very long time to load up windows, usally 10-15 minutes.

I've tried scanning for spyware, viruses, and even reformating windows and this problem still continues to happen on a fresh copy of windows, I was wondering if this was a memory problem and with memtest where should I been looking for errors at with the program? I've never used memtest before.
