So my issue at hand is that I am installing 4x2GB sticks. For DIMM_B1/B2 it sees the memory in the bios, but doesn't actually add it to the total amount of memory.

For example:
A1: G-Skill 2048 MB
A2: G-Skill 2048 MB
B1: G-Skill 2048 MB
B2: G-Skill 2048 MB

Total Memory: 4096MB

Any clue as to why I'm only seeing half the memory?

I have a few ideas, but it does sound like a strange problem. Is that memory issue just in Windows?

For advice, here are some general, rambling ideas that may help:

Make sure the bios is the latest.
Also check the board's QVL list for RAM. Maybe it's just not supported for some odd reason.
What speed is it? I know that for Kaveri it's recommend to bump the north bridge voltage if you have 2400 Mhz ram most of the time to get it stable.
Even if you have lower speed ram, maybe that north bridge needs a voltage bump to be stable with 4 sticks.

Besides that all I can suggest is to trouble shoot and use common sense to try to isolate possible bad components.

Try just 2 sticks of ram in one set of slots. If that goes well, then you know that set of ram is fine. Then try that ram in the other set of ram slots. This could make sure all slots at least work.
Then test the other set of ram in the slots, in the same way.
If all the ram is fine, and all the slots are fine if just 2 are used, then maybe the board just has an odd quirk and you need to rma it.
