Media test failed, check cable - problem

What does this error 'Media test failed, check cable' means? Does it mean that my HDs are bad?

I recently had 1/2 HD die in a DELL box that was configured for RAID 1. This box uses a PCI based promise controller (SATA). One month after the first HD failed, the second started to act up. Some of the problems that I encountered were: slow boot, occasional system\network hang-ups. I got a new HD a few days ago, I rebooted and entered the key sequence to start the FastBuild Utility then I'm presented with:

Auto Setup........................[1]
View Drive Assignments.....[2]
Define Array......................[3]
Delete Array......................[4]
Rebuild Array....................[5]

After selecting option '5', I got the following error: Rebuild not applicable.

After seeing this, I exited and selected option '1'. I saw both HDs, one was assigned to Array 1 while the other was Free. I selected the drive labeled 'Free' and to see if I would be given the option to add it to the array but nothing. I then proceeded to format the drive because nothing else I tried worked. When completed, the array went offline and I was presented with: Media test failed, check cable upon restart.

Some peeps in the IT department of my company had a look on the box and said that one of the drives was wiped clean, while the other was sticking(bad one) so retrieving data was a challenge. Was the other drive from the array wiped clean because of me selecting format? Is it possible to retrieve of any data? Nothing was changed in the BIOS and the cables were removed and reseated.
