up to 65 (as reported by Coretemp or intel TAT, NOTHING else counts) is ok, but less than 60 is preferrable.
The Intel maximum is 85C before the cpu will start to throttle itself and slow down. Intel also rates them to 1.55 volts which is more than anyone needs to use except for extreme users going for a new world record.
You really don't have to worry too much about temperatures when running a C2D. Your computer will be unstable and will shut itself down long before you ever burn one up.
TAT and some versions of CoreTemp have a problem with reporting the absolute temperature correctly for all processors. If you use CoreTemp 0.95 and go into the Settings and select "Show Delta to Tjunction temp."
you will be able to monitor the number of degrees until your processor begins to throttle. This setting works 100% correctly for all C2D processors.
My processor begins to lose long term full load stability when this number drops below about 15 and will begin to throttle itself and slow down when this gets down to 2. When it hits zero it will slow down some more and if your cpu fan died or you forgot to connect it and the heat was still going up then sooner or later it would simply shut itself down. How long it takes to shut down depends on how out of control things are. It tries to provide you with enough time to save whatever you're working on.
The Core2 Duo is a great processor, full of safety features, so don't be afraid to give it some extra voltage and overclock the hell out of it!

65c on these things is actually fine. Hell, 70c is fine, up to about 75c on an overclocked cpu is acceptable.
Like unclewebb said, 85c is the max per Intel, and a stock clocked cpu in an oem rig runs way hotter than most people think.
As long as you have a good cooler, decent case venting, and good contact, you basically need to worry less about temps than ever....just keep them in moderation and enjoy the cpu.
