Massive Static Issues!

My computer has been putting out slight static from the front port for ages now. I always chalked it up to my case being old and cheap given that the rear port directly from the motherboard didn't put out static.

Recently, I've upgraded to a FiiO E10 USB DAC/Amp. When I'm using this, regardless of what usb port I'm using, there's a ton of static coming through. I know the FiiO isn't the issue given it works perfectly with my laptop so I believe it's an issue with my desktop.

I've checked the sound drivers on everything and Windows isn't claiming there's any issues. Leaning towards a reformat before just saying my desktop is toast for [good] audio... :(. I've listed the specs below, does anyone have any suggestions I could try to rectify this issue?

It's not a software issue, it's your hardware inside the case. Try unplugging the front panel connector from you MB.
 
danman, yeah I'm recognizing that it's not a software issue (still hoping a reformat can magically fix it).

I'm not too worried about the front panel connector as I'm trying to use my E10 as a DAC. It's receiving even more noise than the front panel connector regardless of which USB port I use. Pretty sure the usb cable is shielded but haven't looked into that (although I can have it sitting next to my desktop while running off the laptop and be fine)....
