first. i can't get any games to run. direct 3d isn't available in dxdiag. had to turn hardware acceleration off so it would stop chopping when i would browse down while browsing the internet. i had many many problems installing the drivers. it was stuck in vgasave? for a while.
i installed the catalyst 4.4's and rebooted first after install and get delayed write failed, and have to do a repair install of windows so i don't lose my stuff.

do i have a bad card? or is it software problems. i'm gonna partition my stuff and reinstall windows. i'll update then.

Sounds like a prob with your vid card. A word of advice... stay away from refurb computer components. It may save you money but there is a reason why the component is refurb. It was faulty in the 1st place it can be faulty again. Refurb items are not 100% and can cost you more in the long run.
