like tittle says ^^^^^ id like to get insight on what are the common tools,materials and skill leave if i was going to build my own case i would most likly build on some scratch and use some parts i could salvage from other old cases HDD mounts,PSU mounts and mobo trays....

It's all up to your creativity and patience. I say planning is the key. Start with th ATX Specification which will help in your basic measurements. Here's a link:

I guess it depends on the design.. are you looking at aluminum, plexi, or a combination? You could use a shell of case and build around it too.. I know cooler master uses removable motherboard trays so you could essentially get one of those and build around it so you don't have to worry about getting everything aligned.
