Using a 2005fpw, I noticed in HL2 when I moved the mouse around the menu it looked a bit choppy, so I went into the options and changed the refresh rate from 60 to 75, and the choppiness wasn't as bad. I would like to do the same thing for windows but it doesn't let me bump it up above 60. I've read in different forums that LCD's can't go above 60, is this true? If so, what was the enhancement in HL2 I was experiencing? I run windows and HL2 at 1680x1050.
 
You should keep the refresh rate at its native--which is probably 60hz.

Have you tried enabling mouse smoothing, or updating video drivers? If you're getting flicker in HL2's menu, and nowhere else, that doesn't sound like a monitor issue.
 
LCD's are capable of running higher then 60Hz if the DVI port can handle the bandwidth. At higher resolutions like 1680x1050 @ 60Hz your already pretty much maxing out the bandwidth so you can't increase the refresh rate. At lower resolutions like 1280x1024 you can increase it alot. I run my L90D+ 19" at 75Hz and it definitely makes a difference in mouse movement from 60Hz. So in other words the refresh rate isn't dependent upon your LCD, its dependent upon your video card and its DVI port and how much bandwidth it can provide.
