Making a standard fan temperature controlled

While this seems like a quick and cheap way to make a fan temperature controlled, and I certainly have the required knowledge and skills to build such a circuit, I would like to get some input from other members on this forum on this one and similar mods.

If you have experience with this or similar circuits, or know of a better one, please reply :)

I built a similar circuit, but with a potentiometer instead of the thermistor, so it varies with my finger instead of temperature. Mine works well, I think I get about 10.9V at full capacity, which is pretty good considering the lm317 chip is supposed to steal about 1.3V I think.

From the LM317 T spec
In operation, the LM117 develops a nominal 1.25V reference
voltage, VREF, between the output and adjustment terminal.
insures stability. Any increase of the load capacitance larger
than 10 µF will merely improve the loop stability and output
