http://www.behardware.com/articles/652-2/intel-core-2-duo-e4300.html got me thinking. Dual Prime 95 isn't the most stressful task the CPU can do, but it's a pretty heavy load. BEHardware measured the E4300 consuming 42W on that task.
It shouldn't take much lower voltage to bring power consumption down to 35W with the same load: from 1.325v to 1.225v @ 1.8GHz should be close to 35W. Below that probably requires modifying the VID pins to select a lower voltage. Bringing the consumption down to 25W needs ~1.025v.
Maybe I should just buy a mobile CPU and board instead. I want to make a HT/gaming PC to connect to my HDTV that can be cooled with a single quiet fan for the whole system, the smaller the form factor the better. There are lower power CPUs but I want something with a decent amount of processing power.
