So I recently bought a Blu-ray drive and have been ripping the better discs in my collection using MakeMKV. However, I've run into a strange problem with a majority of my rips. If I skip to certain chapters, the first frame that plays after the jump will have severe blocking/artifacting. Has anyone experienced this?

If I play back that part of the movie normally (without jumping to the chapter), everything is fine.
 
I've also encounter a similar problem with a partially download/damaged video, the sound would shutter as well.
 
Have you tried a different player? Where's the file located - local or network?
 
Problem solved... the culprit was CUVID hardware acceleration.
