Make Pop3 as secure as possible

I have been tasked with getting a system setup that has to run POP3 . I have talked to the vendor and their setup does not offer any other protocol then pop3 for sending email. It also does not with work POP3 over SSL/TLS.

First thing I tough was that is some crappy software.

Background info:
We run Exchange 2003 bout to migrate over to 2008
The system "requiring" POP3:
It will be transmitting to TxDPS via SMTP/POP3
Uses Encryption provided by TxDPS

How secure can this be made?
 
Well, since POP3 is not used to send email, you should be fine :D I keep reading people referencing that they are using POP3 to send which isn't true at all. SMTP is the protocol used to send, POP3 (or IMAP) is used to retrieve email. As long as it's not sending credential info in plain text, it's going to be as secure as any other email client.
