Mainboard problems, HELP!!

have an epox ep-8rda+ mobo and its beebing like crazy when i turn it on. It gives the error code 1d which reads in the manual "Initial EARLY_PM_INIT switch". What does that mean? BTW fans turn when i turn the pc on and the nic's lights also come on. Does this sound like the mobo is gone? Thanks in advance.
 
Unplug everything (drives) and pull any add in cards you may have in there - strip in down to the CPU, Memory, and Video card. Remove and reseat your memory. Remove and reseat the power connector from the PSU. Clear the CMOS (again). Try for a boot......
