Macbook not discovering/being discovered on Mac/PC network

Posting this for a friend:
Running a Laptop dual boot Mac OSX and Vista 32bit. (LT1)
Running a PC with Server 2008 installed (PC1)

When I open "network" on PC1 the Mac Laptop does not show, if i type in its IP address on the LAN 192.168.1.30 it prompts me for my login name and password and it can be browsed without issue.

On LT1 when running OSX the laptop does not see the server on the network, and must connect to it using Finder>Go>Connect to Server.. type in the servers IP and connect.

When at a friends house who runs Vista 64bit he can see all of his mac machines on his network; and my laptop shows up although under the laptops NetBIOS name "MAC001B63AD6F76"

When running the Vista 32 partition on the Laptop no problems exist.
 
Ahh, we figured it out on our own. The Server 2008 box didnt have WINS installed.
