Hello,

I am planning to build a emulator PC with spare hardware I have laying around. I have an an older micro atx socket 775 board and a Radeon 5450 with passive cooler and hdmi out. I currently have a Core 2 7200 wolfdale that I can use, but I only have the stock cooler for it. I am trying to keep the build as cool and quiet as possible. Would I be able to get away with trying an ultra low voltage mobile chip with a small heatsink and quiet fan? Anyone have any experience with low voltage CPU's or a can recommend a near silent fan? I really don't want to spend more than $30 on a solution. Thanks.

P64 would be the highest emulator I am going to go - so pretty much any CPU would suffice.
 
The lowest TDP of any 775 CPU was the Celeron 450 (and slower variants) at 35w. There are no mobile CPUs using socket 775.
