lowering multi help increase FSB

Does lowering multi help open up headroom for the FSB at all or no? oh btw does lower ram timings help with cpu stability at higher FSB? I've noticed at looser timings my ram can go higher but my cpu tops out at like 280, but if I tighten timings a tad I can get cpu to 289.
