Lower Vcore = Higher power consumption?

I have an e6400 on a gigabyte ds3 rev1.
I'm not overclocking. At stock volts (1.325) idle power = 105W. At 1.3000, idle = 114W.

What gives?

That does seem odd but how are you measuring that and what is the accuracy/tolerance of the tool ?

All the specs are available in the PDF linked to on that page, looks ok to me (I'm no expert though).
I'll have to see what happenes at an intermediate voltage, say 1.3125.
