Lower Power Card ~$100

Something like a HD5770 on the fs/ft forum would be fine. You should be able to fetch one for $60.
 
A Nvidia Evga GTX 690 Overclocked :D

My guess would be a GT x10/ x20 card, an GT x40 or even x50 cards are probably the best you can get for your budget but i don't know if they would need more power than you can offer
 
What resolution and what games required?
The 7750 card is 128bit, 1 GB DDR5, the most powerful card (and the most power efficient) that does not require an extra power plug, ie runs off of PCIe x16 slot power.
6670 DDR5 cards are about 40% less capable, more difficult to come by.
6670 DDR3 and GT440 DDR5 sort of tie, with advantage to the GT440 DDR5.
Otherwise the 6670 DDR3 at about $70.

Sale prices are the defining factor vs performance. GT550 TI cards are not as good as 7750 or 6770.
The 7770 offers a considerable performance jump on the 7750, if the $117 after rebate price is doable ($6.98 shipping).
And yes if your power supply includes a 6pin PCIe plug.
ANTEC 380D Earthwatts includes the 6pin connector.
