Low-Profile 775 HSF?

... That's a MoDT case. Mobile on Desktop. See how low you can undervolt a E2***, that'll be as close as you can get. Then throw on some power management software.

As far as coolers go, you're going to either have to get one big piece of aluminium, or hope those laptop sized coolers (like SS's own NT07) will cut it for a E2***.

You've probably already sourced a suitable HSF by now but thought I'd throw in some suggestions just incase anyone else has the same problem.

Take a look at this Bit-Tech review as it covers three very low profile HSF's. I myself have the Gelid Slim Silence 775 on a Zotac 9300-ITX Wifi and it comes to about the same height as the factory fitted northbridge heatsink, so very low profile indeed!

Also the ZEROtherm ATOM 30H is worth considering as it looks like it should quite easily keep 65W CPU's cool, and with a total height of 30mm its only 2mm taller than the Gelid Slim Silence, though sadly I can't find any reviews on it yet.

Hope this helps someone out :)
