Low GPU usage on 980ti / 4670k

Same thing in Crysis 2, GTAV, Fallout4. Nothing above 60% GPU usage. In GTAV, I'm getting 80% CPU usage and 60% GPU.

Don't have a screenshot (precision doesn't wanna place nice anymore) but in Metro Last Light, I'm getting 120+ FPS and 99% usage.

Is my CPU the bottleneck here? Why is my GPU not being fully utilized?

1440p@100hz on GTX 980ti Hybrid 4670K 8GB of RAM

i don't know about batman but fallout 4 is broken. in very complex areas like boston or the corvega factory the engine just chokes, low gpu and cpu usage and horrible framerates. only thing you can do is reduce shadow render distance. high frequency RAM (2133+) also helps performance a ridiculous amount in fo4 for whatever reason. also not sure about crysis 2, i don't remember it being cpu heavy like 3 is, but gta v is a cpu bottleneck. reduce view distance settings.
 
See if turning off advanced options in gta v fixes the issue (if you have them on that is). If your cpu isn't overclocked it may be a bottleneck
 
What speed is your memory?
See what happens if you turn vsync off.
Are you using a framerate limiter?
 
Your CPU is definitely not the bottleneck. I'm running the same as you with a 295x2 and my GPU utilization is always where it should be at high resolution and IQ.

As stated, there are areas of Fallout 4 (and Skyrim, for that matter) where you're CPU will bog down regardless of how fast it is. Have you tried overclocking that 4670k to see if it helps (you should get to at least 4ghz on stock voltage with that chip)?
 
Fallout 4 isn't CPU limited, it is 'shit be broke' limited. I have a 4790K at 4.4GHz with 980ti at 1405/4000 and in every city so far I get about 40-50% GPU and around 60% CPU usage, FPS dipping into the high 30s. Everything on maximum except Godrays on low, modded view distance and uGrids.

Well it's CPU limited, but it's so severe there is no CPU in existance capable of resolving the problem you described. Same issue GTA 4 had back in 2008.
In this situation, having a faster CPU (either more cores or higher clocks, who knows) would probably increase your fps. Actually it may be RAM performance, as well.

A CPU limitation would have the CPU cores it is using pegged at 100% performance. On my CPU, the four actual cores are around 60-70% loaded and the Hyperthreaded cores have about a 25% load, this is consistent throughout the game. RAM is DDR3-2400 CAS 11.

So "being utilized" is an 8% difference in that test at 1280x720, which is 1/4 the resolution of 2560x1440, heavily tilting the load towards the GPU. In the same test on that website, taking the 5960X to 4.6GHz and using a single 980ti like in their 1280x720 test, the min/max FPS goes to 45/59. 8% lower would be 41/55, if there is even an 8% difference at that resolution, which there may not be.

If it were truly a CPU bottleneck, then the utilized threads, which is at least eight, would be at 100% usage. In gameplay, that is not the case, which does not point towards a CPU bottleneck, even on a 'lowly' 4790K.
 
If youre playing a game that has a frame limiter and youre hitting that limit, your gpu usage will be lower. If this is the case then everything is working as it should.

OP has a 100Hz monitor and both screenshots show around 60-63FPS with only about 60% GPU usage.

Those numbers are drastic compared to other games that don't properly utilize more than 4 threads (or 2, in some cases).
A better test case would be overclocking... I'm sure there are numbers out there somewhere for FO4.
 
I use vsync in GTA5 @1440p and notice the GPU is not really breaking a sweat most of the time. My 980ti probably averages 60% utilization in that game and my cpu barely breaks over 30% utilization. Does not sound like your cpu is the issue.

I would overclock and see if that helps, also check that your running at the correct bus speed
 
Yes, OP has a 100Hz monitor, 66% GPU usage, and less than 100% CPU usage in games that efficiently utilize multithreading and still getting around 65FPS.

OP, how much system memory is being used when you are in these games? I know in BF4 online my system is right at 8GB total usage.

With a 100Hz monitor, vsync won't lock at 60. I agree that OP is not CPU limited :)
