I'm sick of reading posts all over the place about this with no one knowing i posted the answer already twice so heres a big thread.
Ok guys I know what to do, this happened to me last night and it took me about 10 mins to figure it out....
Turns out the problem is with that Concurrent Operations setting
When Concurrent operations was set to 2 the game would usually freeze right after engaging in combat or changing my view mode, so when I put it to 1 everything worked 100%

EDIT: This setting is found under PC Settings Option under Visual options (where all the video stuff is located)
