Lost information, how to recover?

Is there anyway to recover information, files off a computer that have been deleted or copied over? Sorry if this is the wrong forum, mods please move if it is.

Restoration
Restore files which are deleted from the recycle bin by mistake. Conversely, delete files completely.

written over is highly problematic and is lab work
at that point the strength of individual bits needs to be examined and thier potential previous states extrapolated and recompiled based on how strong their relative magnetic polarities are
grossly expensive

once you determine there is a data loss
immediately stop any automatic defrag program, logs ect
its actually best to get off that install and then access it from a parallel install to run a direct sector scan in an effort to recover the data
youll need somewhere to write it to as well
