1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Video playback in 4k and some gaming.
2) What's your budget? Are tax and shipping included?
$100-$150
3) Which country do you live in? If the U.S, please tell us the state and city if possible.
USA
4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
Video card only
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
Reusing everything else.
6) Will you be overclocking?
No
7) What is the max resolution of your monitor? What size is it?
4k resolution on an LG 43 inch screen
8) When do you plan on building/buying the PC?
Upgrading video card asap.
9) What features do you need in a motherboard? RAID? Crossfire or SLI support? eSATA? Onboard video (as a backup or main GPU)? etc.
N/A
10) Do you already have a legit and reusable/transferable OS key/license? If yes, what OS? Is it 32bit or 64bit?
Windows 7 64 bit

Recently I got a very nice LG 43 inch 4k display for my work laptop setup (no personal cost, yay!) and I'm wanting to use the screen with my aging tower gaming rig.

My current setup is visible here:

I used to run Eyefinity with three 1920x1080 screens but now I've only got the 4k and a single HD screen plugged in. The 6970 does not support a 4k resolution and I've found that even if I try to play a 4k video the system cannot handle it. CPU gets peaked out and the audio/video is very choppy and out of sync or doesn't even play.

My ideal upgrade would be the Vega 64 but it is way too expensive right now.

I'm just looking for recommendations on an interim video card which can help me handle a 4k desktop with video playback as well as maybe some gaming at 1080p. Looking at price range of $100-$150.

I think your best bet is a used GTX 1060 or RX 480/580.

Should be able to get a used one from either team red or team green in your price range.
