Looking to build new PC

Current PC:

CPU: Intel i5-2500k
MB: MSI Z68A-GD55
GPU: Nvidia 1070 GT
SSD: Crucial MX 100

I have a 7 year old gaming PC that i'm thinking about upgrading. I upgraded my graphics card to a 1070 GT a couple years ago and for most gaming purposes my current setup seems ok. I use my PC for work a lot (programming, Docker, Virtual Machines) and i watch a lot of streams so i do a good bit of multitasking. Would I see much benefit from an upgrade? Looking to play fallout 76 at 1440p. I also use the geforce streaming to my nvidia shield tv a lot.
 
Well, based on the F:76 minimum requirements, your system won't cut it. In reality, if you've got a decent overclock going it might be acceptable. But if you have the budget it's probably time to consider an update regardless.

About how many VMs/containers do you have going at any given time? What are the performance expectations on them (e.g., just there for some basic low-utilization functions, or mission-critical high-resource)? Does this system spend any time doing compiles? What are your storage needs?

Given what you've offered so far, I'd be looking at the following:

CPU: >= 8 cores
RAM: >= 16GB (probably 32)
GPU: no change
storage: 1-2TB SATA SSD
PSU: 5-600W gold-rated
 
Probably 3-4 containers/VMs for some sort of stack and not much compiling.

Would intel or AMD be better?
 
You are like me behind the times with 2500K cpu and DD3 ram.... I run triple screens and that takes up alot of cpu cycles. I am running 4.4 ghz and 16gbytes ram but I tink its like for a 8 core cpu with faster motherboard and faster memory to speed things up

Is that sarcasm, or an attempt at a joke? Maybe trying to sell off such a system? Or simply ignorant? Because that is awful for the OP's (and pretty much anyone's) needs. Just in case you or anyone else truly believes any of what you suggest is a good idea:

Your suggested CPU is an 18 core workstation monster. No game will be able to use that. Even more important, its base clock is a full 1 GHz short of the i7-9700k, turbo -700 MHz. Cores are somewhat important for gaming, but generally clock and IPC rule. OP doesn't give much detail on the VM workload (virtual cpus, RAM allocation, simultaneous VMs running, etc.), but it's unlikely that they need what you prescribe if they've been getting by on a i5-2500k up until now.

TWO 1080ti cards for a single 1440p display? One is more than sufficient, even the OPs existing 1070 is fine. Also, SLI is and has always been a kludge. Better to go with a single more powerful GPU if at all possible, as opposed to two lesser units.

128 GB of OMG overclocked RAM? Holy hell why? >100 GB of it would be sitting idle for the life of the box. Also, RAM overclocking really doesn't do much in Intel systems (Ryzen is another story), especially for gaming. On top of that, if this box is going to be used for work, stability trumps massive overclocking ability.
