I'd agree from most of the results people have. As for pumps, Eheim and Hydor seem to be the most popular. There are many good FAQ's and guides out there, I'd read a couple of them, but make sure one person's opinion doesn't affect your decision too much. Research everything and you should be fine...

The main things you need to decide is what you want to cool ( CPU, GPU, NB) and what kind of fill/bleed system you want (T-line, reservoir ) . Then you can start narrowing down what type of radiator, for the cheapest i'd just get a Chevette or old truck heatercore from a auto parts store, however there are many commercial alternatives you can look into.
 
The info you need is based on whether you are a DIY person or not... ie do you want to build the entire thing from scratch or not... If you can afford under 300 then the easiest is to buy a kit. Or buy each of the components. If you are looking to build it all from scratch then you need to look for a total different set of items.
 
never done it before but what ever is best i would like. i could do it my self or get a kit which ever is better.
 
I would agree with chicken, DIY involves A LOT! I have build my own water blocks(3) and fab'd radiators & reservoirs. Only part is haven't take my hand at was the water pump... but to get the basics down for the first time, get a kit as he suggested.
