Looking for video editing software

To keep things short, I have a GoPro, a DSLR, and a phone, all which record HD video. I have all this raw video footage and I'm looking for something simple to make video edits. For example, I use Paint.net to do picture edits as it's simple, easy to use, free, and does most of what I ask. I am looking for something similar but for video that can do a decent job at the following:

  • Fade in and out
  • Slow motion (e.g: Footage at 60FPS, Playback at half-speed 30FPS)
  • Jump cuts
  • Text and lower thirds
  • Frame rate change (e.g: Footage at 60FPS, Drop every other frame, Playback at 30FPS)
  • Backing audio track
  • Replacing audio
  • Maybe anchor text to an object in scene
  • Maybe drawing simple shapes in frame

Is there anything out there? I'm willing to pay money, but I don't really want to spend $1,000 on licensing to do private home video editing.
 
Well to start with Windows Movie Maker is capable of what you listed and its free. I won't begin to say its in anyway robust, comprehensive, or even stable, but its fine for basic video editing.
