Looking for the best audio encoding software...

I have a bunch of audio files in FLAC and WAV, etc. that I want to convert to MP3s and just using something like iTunes won't work (obviously for the FLAC, but also because it doesn't provide as many customizations as I'd like). I'm doing this on my Windows 7 machine, and it would also be nice if this application allowed for editing of ID3 tags as well as the encoding/transcoding stuff.

I don't mind if the software costs money, but free suggestions are of course more than welcomed :)

foobar2000 is really all you need. Use with LAME 3.97 or 3.98.4. foobar also does tag editing, but if you're looking for a more full-featured solution, try the Mp3tag tagger.

No need to pay for anything here. The free stuff is better, but it's not very user friendly either (though foobar has gotten better).
 
Mediacoder should definitely do the job, and it's free. Check it out.

edit: I agree with phide 100%. There is no need to pay for software to do this, although paid software might be a bit easier to use if you want the simplest solution and/or wizards.
