looking for software that controls program internet rights

I am looking for a program that will pop up a message that will say such and such application wants to access the internet, allow, temp allow, block, etc. You know what I mean. What software do you recommend do this?

I had this a long time ago when I used mcafee firewall, but I am looking for a different application.

hmm last time I tried zonealarm, i wasn't too impressed. Are there any other ones? Plus, it looks like zonealarm doesn't work with 64-bit vista.
