I am looking to build a quiet (emphasis on quiet) and cool running SFF that has a 4850/gtx 260 or something close to that. It will be on a budget. I have had some experience building a quiet pc based on silentpcreview recommendations before but it didn't come out as quiet as I expected. I really don't like having to buy additional cpu/vga coolers or adding fans as the less components I have to fiddle with, the less chance of me screwing something up and I would have preferred prebuilt if it weren't for the extra costs. Here's where I need some suggestions.
Case: A silverstone sugo or lian li v350 or thermaltake lanbox or something else. I don't know which one is better. I don't know the difference between the sg01,02,03 or whether the case is all steel or not as that would help eliminate noise. The v350 is aluminum but don't know how that will fare for noise. The lanbox has two versions on newegg, one with japanese steel, don't really know the difference between the two.
CPU: Probably e8400 or e7200, don't want q6600 as it will create more heat since it's quad-core and uses more watts??
CPU cooler: I won't be overclocking or anything so I was hoping the stock cooler would be sufficiently quiet.
Memory: Whatever's cheap or highly recommended.
PSU: I hear the 450watt corsair is good, but don't know about acoustics. Need some more recommendations.
Mobo: I have no idea. Micro-atx for sure. I want onboard video for backup. Don't care about overclocking or SLI/crossfire. Should I worry about quality by getting a cheap board? Like this one?

Video card: 4850 or gtx 260 or something similar. I think I remember reading that the 260 had a really quiet stock cooler for all brands because I really don't want to buy or install a vga cooler. Need a card that is quiet without any modding.
Thanks in advance. I am reading the posts further back in the SFF forum but it is still hard to find a consensus.
