Looking for PSU that doesn't buzz/squeal!

I have a Corsair TX-650 that makes chirping noises when I move the mouse, and squeals under load. I've read many others have this issue with Corsair/Seasonic units so my question is:

Is there a PSU that DOESN'T make high pitched noises at idle/load?

I literally have replaced everything but the case and PSU, and when I put my ear to the back of the pc the chirp is louder as I move my mouse. I can tolerate audible fan noise but not high pitched noises...especially at idle.

I plan on going to Microcenter in a few hours, any recommendations? I only need about 700 watts for my setup, and would prefer to keep it under $200.
 
What you are hearing is likely coil whine.

Essentially, various components (inductors) within your power supply consist of wires surrounding a magnetic field. Due to this magnetic field, sometimes these wires vibrate at high frequencies, potentially contacting each other or another component. When this happens, a high pitched noise is produced.

As the noise is tied to the strength of the magnetic field, you may hear the whine increase or decrease in audible volume as usage increases or decreases.

Coil whine generally does not indicate that the unit is bad, and it is normal to an extent. It is, however, annoying, and you should not be able to hear it over the fans in your case.

Fortunately, while some designs are more susceptible to coil whine than others, the extent of coil whine varies unit to unit. You just happen to have a noisy unit. If you were to buy the same exact unit again, it may (and very probably will) not be an issue.

Remember, when looking for an issue such as coil whine, you are more likely to hear from those users with noisy units than from the vast majority who have silent units.

I own two X-Series units and several other Seasonic units, and none of them have audible coil whine.
 
Coil whine is luck of the draw basically. It's completely random, and can even be caused by your motherboard or graphics card.

And yes, Corsair will allow you to RMA your PSU for excessive coil whine.
